1. 非carpool时间：任何车可以在任何地点进出。
2. carpool时间：
a) 单人车只能在规定入口进去，缴费。可以在任何地点出去。
b）carpool车或摩托车可以在任何地方进出。
但那个双白线能这么走么？双百和双黄什么区别？南加carpool貌似都是双黄或四黄线。 |

in southern california, there could be soft division poles in between for
toll road (such as 91) but otherwise nothing.
if they do divide with poles or anything, the problem is if you miss one
carpool exit, you will easily miss your true exit.
i expect people to cross double white lines everywhere. this design seems
quite weird.

get to work earlier? I guess the majority of the users are still carpoolers.
But some can't use it because of the limitation - they and the non-
carpoolers will complain because other lanes could be more crowded -
remember now the carpool time is all day. And even for carpoolers, they
could be stuck behind a slow car for ever.
