发帖数: 11979 | 9 WASHINGTON: As radio-tagging of scores of Indian students duped by a "sham"
US university continues to cause anger back home, the controversial
institute has claimed that one of its Indian-origin staff was responsible
for the immigration fraud and it was not directly involved in it.
Breaking its silence, the California-based Tri Valley University (TVU),
which was shut down last month, termed as "baseless" the allegations of
immigration fraud against the institute and claimed that it had not duped
any student.
The US Immigration and Customs Enforcement (ICE) brought "this baseless
allegation and put a red-tape in the school operation for a federal
investigation, causing hundreds of students to withdraw from classes (and)
many instructors requested to quit teaching for the current term.
"Also, it caused a profitable university operation to quickly sink into
negative in financial debt," Susan Su , President and founder of the TVU,
said in an e-mail to PTI.
"Starting in April, one of student assistants Anji Reddy, who worked in TVU
administrative office, teamed with another student Ram Krista Karra , who
also has a consultant company, conducting a large cheating scheme by asking
students to make tuition payment into Ram Krista Karra's personal account in
exchange for student I-20 and CPT approval. TVU has fired these two
individuals," the e-mail said.
The complaint against TVU before the ICE was made by these two, Su claimed.
Hundreds of Indian students were facing deportation and their academic
career was in limbo due to the closer of the university by the ICE. Many of
them were also forced to wear radio collars around their ankles so that US
authorities can keep track of their movements.
India has taken up the matter with the State Department and other concerned
US officials, asking them to ensure that none of the Indian students is
victimised.
External Affairs Minister S M Krishna termed the radio-tagging of the
students as an "inhuman act" and demanded severe action against those
responsible.
State Department spokesman P J Crowley has, however, said ankle monitors are
used across the US as part of a standard procedure for a variety of
investigation and that this does not necessarily imply guilt or suspicion of
criminal activity.
The US has taken very seriously the alleged immigration scam of Tri Valley
University in California, which has mainly affected Indian students, he told
reporters yesterday.
"We take these allegations of immigration and visa fraud very seriously.
These allegations are an excellent example of the universally damaging
effects of visa fraud," he said.
Crowley said the ICE has established a helpline for the Indian students
affected by the closure of the university.
"Those who are involved in this investigation have been issued ankle
monitors. This is widespread across the United States and standard procedure
for a variety of investigations. It does not necessarily imply guilt or
suspicion of criminal activity," he said.
"But we are following this case closely. We are in regular communication
with officials of the Government of India. DHS (Department of Homeland
Security) and ICE are leading this investigation, and that's about all I can
say at this point," he said in response to a question. |

Federal agents were searching Tri-Valley University and a home in Ruby Hill,
both in Pleasanton, Wednesday in connection with a federal customs and
immigration criminal investigation, according to officials.
As of 3 p.m., at least three federal agents were present at the school,
taking video footage and photographs on 405 Boulder Ct., an industrial
building and commercial office complex off Bernal Avenue. The doors to the
school were locked.
The private school's website describes itself as a "Christian Higher
Education Institution aiming to offer rigorous and excellent quality
academic programs in the context of Christian faith and world view."
A sign posted at the front of the school states there is an ongoing
investigation by federal agents against five properties. The school's
addresses are included, as well as a home in Livermore, one on Victoria
Ridge Court and 1371 Germano Way, the home where agents conducted a raid
earlier today.
The sign lists Susan Xiao-Ping Su as owner of the properties. Su is the
founder and president of Tri-Valley University.
A man at the school who identified himself as a professor but declined to
give his name said two federal agents came to his home this morning asking
about Tri-Valley University. He said he was informed the school has been
shut down.
He said the school has about 25 to 30 professors and that he teaches three
online classes on the topic of semiconductors. The teacher said he was "
really surprised" by the probe.
Jeffery Snowden, supervisory special agent for the San Francisco office of
Homeland Security, confirmed that government authorities began the
investigation at the 6,400-square-foot Germano Way home in the gated Ruby
Hill community at about 6 a.m. today. He did not disclose any further
details, referring questions to the department's public affairs office.
The search is tied to a federal criminal probe, according to a spokesperson
for U.S. Immigration and Customs Enforcement.
"They are executing a search warrant related to an ongoing criminal
investigation," said Lori Haley from ICE offices in Laguna Niguel. Haley
would provide no further comment or details.
The two-story, five-bedroom house at 1371 Germano Way was sold for $1.8
million on Dec. 10, according to online property records.
The house had been in foreclosure several weeks ago, say local real estate
agents. The sale in December was an "REO" — a bank-transacted, "real-estate
owned" post-foreclosure sale.
When the five-bedroom, four-and-a-half bath home was constructed in 2005, it
sold for nearly $2.7 million, according to public records.
Several Homeland Security agents, some with clipboards and others talking on
cell phones, were seen this morning working inside and outside the property
. A red Mercedes-Benz appeared to be driven from the driveway by government
officials.
ICE Homeland Security Investigations targets domestic and international
activities, including the illegal movement of people and goods into, within
and out of the United States. The unit investigates immigration crime, human
rights violations, human smuggling, smuggling of narcotics, weapons,
contraband, financial crimes, cybercrime and export enforcement issues.
According to public records, the property on Germano Way is owned by
PennyMac Loan Services LLC. Susan Su and Hong S. Yang are listed as
associated names on the deed.
