They are ranked similarly by US NEWS. That's why I'm not sure how to choose.

I think both of them are very good universities and have very good ECE/CS
programs.
Depends on your field, the decision might be different. As far as I know,
North Carolina has many ECE/CS industries for electronics and
telecommunication.
For Colorado, maybe you can find some defense related industries.
So maybe you can choose whichever is better for your half to find a position.
Congratulations again! I think either one is a good choice.

educated neighborhood. Many Asian people. Strong local IT industry. Plus
Army Research Office is there.

choose boulder. Life there is very convenient. Ideal places for Hiking and
skiing.
