You might feel more sincere to do this by phone but, in the end, it is SO
awkward and uncomfortable for both sides. How would you respond if the chair
calls you and tells you they decide to hire somebody else?
I did it with email and I foudn it very easy and smooth. They can have time
to response to your rejection by formulating the email. All you need to do
is to write a very sincere email.
