标 题: review manuscript时，建议拒绝发表的拒信该怎么写？

最近在帮着个journal review一篇manuscript，biomedical science领域的。看着非常
火大。
文章各种大小错误不断。估计在投稿之前连proofread都没有。我要一边读一边纠错。
然后就是文章的data不能有力的证明他的几个conclusion。很多在我看来，属于over-
statement了。figure里面也是藏污纳垢的，不是非常solid的result。
总之我的观点就是拒掉，我也可以具体列出一二三非常具体的问题和修改意见。但是就
是不知道，这种拒信，怎么样写，显的又professional，又礼貌，又非常干练有力？
如果大家有好的模板的话，可不可以发给我看看？

The manuscript by... describes...The authors have nicely conducted a set of
experiments to... Some interesting preliminary results have been achieved.
However,.... The questions listed below need to be well addressed by the
authors
2.列出几条问题，
3.in view of the above， the work described in the manuscript cannot be
considered well qualified for publication in...
如果实验缺的太多，还有多数据要make up,就说：the work described in the ms did
not reach the stage for publication. More results are highly desirable. I
would recommend a resubmission after more significant results are achieved. |

说实话。。。真没被拒过 ：（
一是自己不牛，发的文章挺少的。
二是老板挺牛的，如果他觉得不靠谱的，他都不会去投稿。凡是投的，基本上editor还
都会给个面子啥的，一般也就中了。虽然也都不是啥多牛逼的Journal了。

也可以夸几句。然后我再说However！！
