1) Obtain precinct lists of all voters
2) Have a headquarters with phone banks to capture names of non-voters
3) Have "runners" who go out to voting polls and request to see voter lists
4) In the last few hours before polls close, phone in list of non-voters
5) Compare names to recent non-voters
6) If names match, send someone to the poll claiming to be that person
This method results in a high confidence that they will not get caught.
The voter is a likely no-show and they know it.
Occasionally, a voter will show up at the last minute and find their name
marked off. This will get written up as "human error" and they are allowed
to vote.
The GOP precinct I used to work in did the same thing, except they would
call the voters and try to get them out. The DemocRATs, and their union
thugs, will just show up and vote for them.
