我看了一下1st preference for China Mainland截止April 2016有4797个，是意味着
还有4797个在排队吗？ 是依先后顺序来给绿卡的？还是EB1A/B/C各自有不同的队列处
理？
我的EB1-C priority date是7/2015, filed concurrently, I140 approved on 3/29/
2016.大概看起来前面还有1500（+）号人。:-(

我经历22个月J waiver.
1.Step1, 休斯敦领事馆负责J waiver的官员回到北京休假55天，其他官员拒绝受理我
的case, 我的case在休斯敦被耽误3个月。
2. 中国大使馆寄处NOL后，过100天 DOS收到后，DOS把我的材料转到USCIS Vermont
Center后，DOS负责我的case的官员又发现NOL 信件遗失，又向USCIS Vermont Center
撤回favorable
recommendation letter，并且通知USCIS Vermont Center冻结我的case.
3. DOS负责我的case的官员调离，新的官员Michael负责我的case，Michael无意中找到
了NOL， 这时候是中国大使馆寄出NOL后276天，我的case 状态变成NOL received.

sevice requests in May and July, this Monday talked to tier officer, he said
case was pre-adjudicated long time ago but visa was not assigned yet, ask
us to write a letter to uscis with copy of I-140, I-485 and current visa
bulletin indicated the pd is current. He said he know the pd is current but
he can't correct it for us.
We started contacting senator and congressman to assist our case, anybody

Charlie expects "downgrading from EB-2" will bring these two categories
closer in cutoff dates - which historically usually happens in May. However
, thus far, demand for EB-3 China visa numbers is light. Still, Charlie is
reluctant to advance its cutoff date aggressively because of the Downgrade
Phenomenon.
