department of state每个月在visa bulletin（https://travel.state.gov/content/
visas/en/law-and-policy/bulletin.html）公布两个日期final action date和date
for filing。这些日期是给consular processing用的。
USCIS每个月拿department of state的visa bulletin的两个日期其中的一个，作为AOS
filing的日期（https://www.uscis.gov/visabulletininfo）。这里只有一个日期。
没有两个。有时候他们选final action date；有时候他们选date for filing。一般财
政年开始几个月时用date for filing；后几个月用final action date。他们选final
action date的那些月，你就按照那个final action date才能file AOS。 |

以用2800，那么印度〉2800从何解释？
我之前已经反复提过，去年度最后一个排期导致好几千（~8000）名额几乎
浪费，于是移民局提前把这些visa# assign 给了中印EB2，导致中间有一个
memo 说没有visa #了。一个例子，我办公室一个老印5~6月EB1a 140批了，
立即交了485，到现在也没批。
另外，现在4月5，6，7月都有报喜的，说明前进的3个月不是虚的，不是建立什么库存
，因为这3个月07年没交485的也就区区百八十个，至少现在看来上个月visa
bulletin 前进3个月不是建立库存，而是为了避免浪费。弥补9月viss bulletin
的谨慎。
从下个月（11月的visa bulletin）才真正开始用11~12财年度的2800名额。不要
告诉我上年度的名额不能用于下年度，移民局为了避免浪费，提前assign也没
什么奇怪的。否则，大拿们给我解释一下为什么新财年第一个月O傻敢而且愿意
给职业2类用〉〉2800 visa #???

because I have Dec 2010 PD (or maybe ;)). Looking forward to March bulletin.
Facts have been stated multiple times & others (read EB3 that are suffering
due to broken US immigration system) can deny them but it's true:
1. Demand for EB1 and EB2 in general has been lower in 2008 - 2010 period.
CO's own report confirms this.
2. July 2007 was a big mistake but lessons learnt & CO is cautious in moving
dates forward.

The Department of State (DOS) advised today that the EB2 India and China
