加类似于古中国的附属国如韩国日本之流，以及现代美国的国外军事驻地仍如韩国日本
之流。
如果你们同意这个比较，不妨来比较下古罗马的行省、古中国的附属国 和 现代美国的
国外军事驻地所需要履行的职责和所享受的权利：
（我历史知识不够渊博，所以只敢抛砖引玉地简单比较下）
1. Visa：
古罗马的行省和古中国的附属国居民不需要证件，自由出入本土。现代美国需要，具体
行程有限制。
结论：美国visa最难，中国最自由。
2. Citizenship （公民权？）：
我不太清楚这个公民权具体指什么，从这里的帖子看大概是指citizenship吧。
古罗马——可以通过通婚得到，或通过当教师医生得到，或出示贵族身份出示解放奴隶
身份出示财产证明等等得到。
古中国——没有citizenship，所有来中国的外邦人爱叫自己中国人别人就当他是中国
人。

接受,这里不存在obligation的问题。right是权利的意思，automatically grant是这
一right的consequence，而不是本身。
另外美国关于birthright citizenship的定义还有一部分：
Under United States law, any person born within the United States (including
the territories of Puerto Rico, Guam, the U.S. Virgin Islands, and the
Northern Mariana Islands) and subject to its jurisdiction is automatically
granted U.S. citizenship。
