职务，因为美国政府得知他自2010年起兼任中国华为公司的受薪顾问。该公司向来被美
方视为具有情报威胁。
据美联社报导，莫兰是一名备受尊敬的中国国际投资事务专家，自2007年起担任国家情
报总监顾问，针对美国的外资问题提供谘询。他同时也是国家情报委员会（National
Intelligence Council）的顾问，该委员会由18位资深分析师和政策专家组成，就重要
的国际议题提供意见给美国情报单位。
