ENDA指的是The Employment Non-Discrimination Act, 这是美国国会的一个提案，旨
在阻止有15个雇员以上的非宗教性质的民营雇主们因性取向或性别原因对雇员进行歧视。
二、ENDA的历史：
自从1994年开始，除了第109届国会以外，ENDA在每一届国会中都被提出来。在2007年4
月以前，此提案只包括关于性取向歧视的内容，不含性别歧视的内容。2006年的中期选
举以后，民主党在国会中获得了多数席位，此提案通过的呼声很高，但是，即便如此，
有一些支持者还是认为，如果此提案包含关于易性人歧视的内容，仍然不可能在众议院
通过，所以，关于易性人歧视的内容就从提案中取消了。此提案随后在众议院通过，但
是被参议院否决。
2009年，众议院的Barney Frank又一次提出了ENDA，但这次ENDA只包括了关于易性人歧
视的内容。Obama总统表示支持此提案通过。
三、各州对LGBT受雇人群的保护现状：
1993年，明尼苏达州通过了人权法案（Human Rights Act），成为第一个禁止性取向歧

DOMA前面，是因为废除DADT有更强的民意支持，要容易的多。ENDA也是一个道理。先易
后难也许是必经之路。但其实如果DOMA废除了，通过ENDA和废除DADT是顺理成章的事。
HRC的Joe Solmonese曾经暗示在2017年之前解决DOMA，结果吐沫星子差点把他淹死，后
来才改口也可能在2012年。这些上面的人在做事是肯定的，但是他们不愁吃不愁喝，跟
