日前，英国《泰晤士报高等教育特辑》针对41个国家和地区的400所大学进行调查
，并根据这些大学在2011年至2012年的各方面数据，制定了一个“世界学术峰会创新指
数”(World Academic Summit Innovation Index)，并评比了这些国家和地区的研究人
员所获得科研经费的多寡。该调查显示，中国研究员平均获得5.05万美元(约合31万人
民币)的研究经费，在41个国家和地区中排名第七。
在此项评比中，名列榜首的是以高科技电子产品闻名的韩国。韩国科研实力备受大
型企业赏识，该国研究员每人均获9.79万美元(约合60万人民币)，为这些企业进行科研

内容提要：近代苏鲁地主对佃农拥有初夜权。这一权力的实施是社会结构异变的结
果。这里的社会分化为占有大量土地的利益集团(大地主)与大量占地较少的贫民群体，
社会结构演化为缺乏中间阶层的哑铃形而非金字塔形。掌握行政、军事和经济等各种权
力的大地主，基本上不受程序化的法规制约，多沉湎于本能型的享受，无法追求高成就
动机人格。一方面，他们利用国家优裕的政策，对贫民实施包括初夜权在内的各种超经
济剥夺；另一方面，他们利用对下层民众的控制，经常策动成千上万的贫民反叛代表社
会上层利益的国家，以获得更多的非法利益，他们的终极理想是成为享受更大肉欲的封
建君主。

20世纪40年代中期，据苏北土地改革工作者调查，“地主对佃户的妻女，可以随意
侮辱、霸占。……甚至有若干地区如宿迁北部，还保留‘初夜权’制度，佃户娶妻，首
先要让地主睏过，然后可以同房”。
世界各地的初夜权叙述，绝大多数存在于文学作品或口头传说中①，缺乏过硬的史
料证据②。苏鲁地区的初夜权资料则极为丰富可靠，充分反映了这一地区的社会状况。
苏北涟水籍的严中平先生生前多次指出，由于中国地区之间差别极大，苏北就存在着初
夜权的现象③。应该说，这一现象源于苏北特殊的社会结构。

华夏(汉)民族地区，初夜权多为民间传说，并且存在较大争议④。郭沫若认为，《
诗经》时代，公子们对平民女子拥有初夜权⑤。有些学者则认为，周代、乃至中国传统
社会不可能存在初夜权⑥。上述对中国初夜权的看法，均是臆测。近代苏鲁地区的初夜
权有着充分的依据。
