以色列與南非皆於一九四八年立國。南非的種族隔離政權依賴雷根(Reagan)政府及柴契
爾(Thatcher)政府的「建設性交往」(constructive engagement)維繫其對有色人種的
經濟略奪。以色列則仰仗美帝霸權和「援外」政策維持其極端的種族主義政策、軍事占
領及殖民統治。南非律師達加得(John Dugard)亦為聯合國人權理事會(the United
Nations Human Rights Council)巴勒斯坦人權報告人(Rapporteur)指出，以色列種族
隔離政策的酷虐，較南非猶有過之。
依照一九七三年聯合國大會(United Nations General Assembly)通過的查禁並懲戒種
