能混为一谈。
pension现在还有的，但你不退休也享受不到不是？而且现在也越来越紧了，term一直
在改，越来越苛刻，比如你要拿pension的话，服务年限越来越长。举个例子原先是服
务年数+年龄=60的时候，你可以maximize你的pension了，现在变成65了，etc.
公立学校的福利一直不怎么好的，这里的福利包括各种保险，paid vacation, sick
leave, 像私营公司提供的其他的perks更别提了。原因就是各种福利都是要钱去支持的
，学区的预算一直很紧的。
而且公立学校的老师还要mandatory得交union due, 也是一笔开销。

going to take lots of years to do what you want. That's after getting past
regulatory hurdles and especially the enviros who hate manufacturing, mining

保险主要用来应付天灾一样。对于一般健康人来说，这种catastrophic coverage（大
病保险）一般一个月也就30来块钱。
那么如果大家都自己买catastrophic coverage，而平时看小病这种，可以是自己出，
可以是买另外的plan，或者employer作为perk给买。应该说应该可以很大限制保险上的
浪费。如果失业了，至少还有catastrophic coverage，不会出现大病破产的问题。
问题是可能很多人都会take risk不买保险。这可能也是为什么现在医保和雇主挂钩的
原因，免得好多人都不买保险。对目前体制的改进的方法是变成部分挂钩，就是如果你
有大病保险，雇主可以给你提供日常保险，如果你没有保险，雇主给你提供大病保险。
这样一来，人们就有动力买大病保险了，以便得到日常保险的好处。
没有工作或者underemploy的，政府给买大病保险，这样至少有个safety net，而对纳
税人的负担也远没有现在医保提案的负担重。为了得到更好的医保，人们就会尽量去工
作。
