性恋者在美国军队中服役,只是在短期内可能对军队产生某些有限的、零散的轻微影响
。本次调查还显示,70%的美国军人认为废除“不问不说”政策将不会对军队造成不利。
国防部的此次调查是为废除“不问不说”政策所作准备工作的一部分。已实行17年
的“不问不说”政策是基于国会通过的有关法案,该政策禁止公开性倾向的同性恋者在
美军中服役,军方不得询问军人的性倾向,军人也不得在部队中公开自己是同性恋者。

我同意你的分析。以前的那个纯repeal法案在参院是除了susan 以外和党议员全票通过
的。如果再投的话没几个会自己打自己的脸投反对票。
我觉得老床不应该发推说先repeal,然后replace later。这样和以前自己的话矛盾而且
能造成部分moderate的恐慌。他应该就说一分为二,一个repeal另一个replace,同时
推进。肯定repeal会先通过。Repeal一通过民主党人估计就泄气了,然后不得不坐下来
和和党一起搞replace。
这个方案的缺点是等到民主党人掺和到replace里面后保守派的议员的分量就几乎没有
了,估计最终法案会很左。

bill that includes a provision which not only repeals the military law on
sodomy, it also repeals the military ban on sex with animals--or bestiality.
