墨西哥的最高法院8月5日裁决首都地区承认同性婚姻的法律有效，使得一些团体发
起的对首都墨西哥城同性婚姻的挑战败诉。
最高法院本次以8比2的法官意见作出了裁决，裁决认为首都地区承认同性婚姻的法
律符合宪法。最高法院的法官扎迪瓦（Arturo Zaldivar）在裁决公布后指出，赞同同
性婚姻法律的法官也支持多元化和包容精神，而在墨西哥宪法中婚姻的概念也是开放的。
本次裁决认可了首都地区的同性婚姻相关法律条款，但对首都地区同性恋配偶领养
孩子的相关条款，以及本次裁决结论是否适用于首都以外的其它地区，高院将等到下周
加以研判。如果最高法院认为有关裁决结论适用于全国，墨西哥可能实现同性婚姻合法
，成为又一个法律承认同性婚姻的国家。
墨西哥城承认同性婚姻和允许同性恋配偶领养孩子的法案于去年12月21日在市议会
获得通过，在属于左翼党派的市长马赛罗-艾布拉德签署该法案后，法案从3月4日起生
效。墨西哥城是拉美地区第一个法律承认同性婚姻的城市。
按照墨西哥城的同性婚姻法案，当地民事婚姻相关法律被修改，将婚姻关系限定在
一对男女异性之间的原有条文被取消，婚姻的定义已被改为 |

Congressional budget analysts are now estimating that nearly 6 million
Americans — most of them in the middle class — will have to pay a tax
penalty for not getting health insurance once President Barack Obama's
health care law is fully in place.
