美国的车险（半保），是跟车还是跟人呀，比如我开别人的车撞了，我的保险能cover
被我撞得那辆车吗？

driver's insurance, if available, is secondary
if you are driving friend's car and get into accident of Your fault,
owner's insurance will cover liability
if owner does not have full coverage, driver's insurance will cover
owner's car damage.
if owner has full coverage, friend's insurance will cover the deductible
