if always bid suit up the line, he should have doubled show hearts.
if in Walsh style, his 1NT is correct, coz you denied H unless with GF hand.
I believe with a weak hand, few people today bid suit up the line over 1C
open unless specified otherwise. So if no agreement, bid your major first.
