Here, even the agreement IS GUARANTEE 4+ hearts, one can deviate and it's
legal.
You are entitled to know their agreement, not their cards.

I think it depends on the level of the match.
The reason is simple, if you can bid something violate your "guarantee".
It can almost allow you to bid "hidden" agreements, which can be understood
by only your pd, but never by your Opps.
It is unfair, in this case, and adjustment will need to considered.
Unless there is clear proof that the pd was cheated by the bidding as well.
But if it is not a guaranteed 4+H, that is another story.

发帖数: 623 | 5 You can not deduce that there is hidden agreement or not full disclosure
from just one hand. So adjustment is simply impossible in this hand.
If you feel your opponents look particularly fishy, you could report this to
the director and ask for a recording. The district and unit will have
particular person to record such incidences. If such incidences repeated
happen on particular partnership, they may get penalized severely. Could be
cancellation of their placement, or even ban or oust from comp
