Do I need to pay the 3% High Way Usage Tax if I want to change plate to NC?
Any one did that?
I am asking because the website says
"North Carolina collects a Highway Use Tax (HUT) on vehicles instead of a
state sales tax. The tax is assessed each time a title is transferred. "
I dont know if change of the plate to NC will be counted as "a title is
transferred".

you need to pay highway use tax but up to $200
