公立大学招本州学生的比例一般都比较高，这是公立大学的义务。
但公立大学的实力，我个人觉得，比排名表现出来的要更强些。私立大学
的faculty/student比率一般比公立的要低不少，这点上占了不少便宜。
还有一些别的原因。
另外，Illinois的现任州长猛砍高教经费，对UIUC的影响比较大，但对
芝大和西北基本没什么影响。那是很短视的省钱方法，伊州不少好学生因
此到外州去读书，其中一些人以后就不会回伊州了。从长远来说，对伊州

在大学里，out of state这个词，经常是包含international的。所以需要
精确说明的时候，会指明是不是including或excluding国际学生。
