apply visa from where you are
check the website of the current country US embassy
maybe it's possible to waive the interview even
(such as UK, hehe, Germany also)
but if it's ur first time to US, then it might need additonal info, like
a letter from your school/advisor, and maybe an interview is a must be.
well, visa policy is the most flexiable ,it can change b.c of everything,
time, place, or sth like 911, anyway, you should check with your local
