4 hours - 1.5 hours (gate to terminal and check in time when you back to
airport from downtown) - 1.1 hours (driving between airport and downtown if
there's no traffic) - 0.5 hours (walking in case there's parking and time to
find the parking) < 1 hour
that 1 hour is your total time for touring at downtown and you should also
reserve some time in case the traffic is bad.
You pay for one day car renting and just take a glance of downtown for less
