Think about if situation change, more India to to EB3->EB2. Then India will
consume their quote in much fast pace even their PD don't move. Then even
there is some SO left, there could be nothing left for China EB2. |

的事情就不会有那么多EB3I->EB2I，也就是说07年以后新冒出来的EB3I没有那么可怕，
