发帖数: 122 | 1 Does CIS do anything to enforce the 7% limit? Or it is the DOS who enforces
the limit by visa bulletin?
For example, next month there are probably up to 5k EB2CI with very old
priority and receipt dates become current, while there are EB2 ROW with much
late priority and receipt date are current too. In this case, what does CIS
do? I can think about 3 ways:
a) Approving based on priority or receipt date: It would lead to most of the
approved in next month to be EB2CI, and the number of C and I can easily
pass 7% limit.
b) Approving randomly: It can also lead to many EB2CI getting approved and
likely approaching the limit.
c) Cherry picking people to approve to make sure not too many EB2CI don't
get approved to keep the number under the limits.
Of the 3, I don't see how c) can be implemented easily, since based on
history, CIS don't do such micro-management. Between a) and b), the a) is
more logic since it makes more sense to have a orderly processing system
than a totally random one as the one in b).

is actually doing that, why there are times there are too many cases get
approved and some countries or all countries have to become 'U' ? Does CIS
care about the limit at all? | c**s

发帖数: 122 | 5 Supposed there is a system that tracks the visa allocation by countries,
what does that mean for CIS?
A CIS officer processes a case and approves it and to tries to get visa from
the system, and it comes back saying there is no visa for the case, and he
has to shelved the case, and wait for the next month. When next month comes,
the case gets pulled out, and gets reviewed again and the visa may still
not available when a visa is requested. So that would create a lot of waste.
Keep in mind the CIS is not the only one approve I-485, there are
consular processed cases. | H******i
