Why I voted Yes on H.R. 3012, the Fairness for High-Skilled Immigrants Act.

I voted Yes on H.R. 3012, the Fairness for High-Skilled Immigrants Act.
This bill would eliminate a per-country cap for employment-based immigrant
visas and raise the per-country cap for family-sponsored immigrant visas.
However, it does not increase the total number of available immigrant visas,
nor does it change the requirements that individual visa applicants must
show in order to be granted a visa.
The current visa caps are arbitrary and are a factor in causing backlogs
that currently hamstring our legal immigration system. These caps prevent
our companies from accessing the top‐tier talent that they need in order to
grow and create jobs in the U.S. Many of these visa applicants are
educated here, and we should be harnessing their talents - not sending them
out of the country to compete with us.
This bill would have no impact on the federal budget. I also included this
bipartisan proposal in my jobs bill, H.R. 3476, the AGREE Act.
The bill was approved by a vote of 389-15.
