senate里的能量太大了，基本上民主党（参院多数党）大佬中Reid，Durbin下来就是这
个Schumer了。
有了Schumer的背书，这个bill在参院的待遇基本可以等同在众议院的了。
尽管现在两党（包括Obama）都有在捞现成的政治资本的嫌疑，这仍然是个奇迹！
