Currently, the Immigration and Nationality Act limits the number of
employment-based visas made available to any country in a given year to no
more than seven percent of the total number of such visas made available.
This limit has led to a backlog of thousands of skilled, legal immigrants
who cannot receive visas because their country of origin has reached its
percentage allotment. This hurts American businesses and the American
economy.
H.R. 3012, introduced on September 22, 2011, calls for eliminating this cap
on the number of employment-based visas that may be granted to immigrants
from a single country. Proponents of this legislation argue that removing
the cap will allow American businesses to hire the best foreign talent,
regardless of their country of origin.An identical bill, S. 1857, was
introduced by Senator Lee and has been referred to the Senate Judiciary
Committee， of which I am a member.H.R. 3012 was passed by the House on
November 29, 2011, and was subsequently referred to the Senate.Please be
