2) Seems like another senator (Jeff Simmons from Alabama) has hold on 3012.
I tried googling but could not find anything concrete about this.

应该是 Senator Jeff Sessions吧，原来不就是他和另外一个共和党 Senator
David Vitter hold 为的是不加 Irish bill吗？我觉得是两党在为3012过不了推脱责
任。
