I just called USCIS. They told me that it is impossible to downgrade to eb3
directly. If someone wants to file for eb3, they need to file a new perm and
be qualified for the whole process.
I am not sure whether I should share these information here. But you can
call by yourself if you do not believe it. |

You never know it is a mistake or policy.
