其中有很多條款針對比如香港人不再有diversity綠卡等等。比較受觀注的是
Sec 2 (a) 中 提到的將停止
section 103 of the Immigration Act of 1990 (8 U.S.C. 1152 note)
我找了一下以下是這條全文
Treatment of Hong Kong Under Per Country Levels
Pub. L. 101–649, title I, § 103, Nov. 29, 1990, 104 Stat. 4985,
provided that: “The approval referred to in the first sentence of section
202(b) of the Immigration and Nationality Act [8 U.S.C. 1152(b)] shall be
considered to have been granted, effective beginning with fiscal year 1991,
with respect to Hong Kong as a separate foreign state, and not as a colony
or other component or dependent area of another foreign state, except that
the total number of immigrant visas made available to natives of Hong Kong
under subsections (a) and (b) of section 203 of such Act [8 U.S.C. 1153(a),
(b)] in each of fiscal years 1991, 1992, and 1993 may not exceed 10,000.” [

其中的1152，1153等都是針對 employment based和 family based的綠卡。
隨著香港越來越多的人在尋求移民（至少我認識的都在按排），加上上面的EA。可以想
見中國的隊會越來越長，FB給的SO也會完全成為過去時。 | d**********0
