我来解释一下楼上的。
IPv4是几个大机构分配的，北美是arin，也就是前面/8，这种很大的block是分配好的
，然后机构再分给second level，second level 再分配给3rd。。。以此类推。
所以，32位ipv4，前面8位，16位通常means nothing，但是大致的位置可以定位的，比
如某些prefix是assign给了某个大公司，or某个地区。

请问有没有一个数据库我可以把我的ip data和那个数据库match，然后我就知道对方尽
可能准确的地址和isp？
另外，是不是ip地址第一个句号之前的三位数目是只有个位比如1， 2， 6， 0，这些
就是内部IP啊，比如公司内部的ip地址?

, I believe there is free API available for the information you wanted, no
need to re-invent the wheel.
Some vendors may sell more accurate geoip databases for a fee, I think it is
a rip-off, there is no way to accurately locate an IP.

they are private IP address?
2) The data is from a U.S. government agency. Can I say that if an IP
address is private, then it from that government agency's IP. Could it be
that the private IP is instead from the server provide for that government
agency?

意思，反而private IP能被任何人用。
2.Public IP assign的时候是根据机构标准的。北美arin，亚洲有亚洲的机构，然后机
构分配给level 1 ISP，然后level 1 ISP sell to level 2，一级级分拨开来。
你要查，public IP是唯一对应的，当然查得到，但是ISP不会告诉你，应为你不是CIA。

are small,you get IPs from your provider, this is called "allocation", if
you are big enough and can justify the need of more than 2000 hosts, you can
directly apply a /20(or shorter) from ARIN, this is called "assignment"

last three digits of the IP adress is masked by the agency's employees like
below. Now, I hope to extract as much information as possible from those IP
addresses. What is the best way to do so? Thank you so much guys, I'm a
humanity WSN, so I don't know really that much about IT stuff...

freegeoip.net provides RESTful webservice API, all you need to do is get a
Github account and clone the code. There are tons of information out there,
you are probably going to get better answer from Google than from mitbbs.
