i think they can be used interchangeably, but you can always say "what time"
if they don't understand you.
i say when all the time.

you said everything right...
when that person replied "did you mean 'what time'".. he/she wasn't trying
to correct your question, rather it's all part of the normal conversation.
i think he/she said that to delay time so he/she can find out exactly what
time your technician will arrive.
don't read too much into it... in the context of that conversation, the
person over the phone knows that you're inquiring about the "time" which
your technician is scheduled to arrive.
