境事务处？还是可以在中国领馆办理？需要哪些材料？手续一般多长时间？

send back all the required documents to the Appointment Unit. They will do
the application on your behalf. It takes about 4-6 weeks.

i think they need to go through layers' of bureaucrats to get things done.
most of the schools are still heavily influenced by the UK education system.
