白皮书 = reenter permit,if you have a green card you may apply for it.
白皮书 is only valid two years, and you have to come back within 2 years,then you may apply for it again, usually you need to wait for 6 months in USA, after that you can leave for almost another 2 years. No more 白皮书 approval after 2 times.

to become a citizen?
then you may apply for it again, usually you need to wait for 6 months in
USA, after that you can leave for almost another 2 years. No more 白皮书
approval after 2 times.
