想关掉帐号,拿回本金,看了一下IRS允许损失计入capital loss抵税。
但是拿回剩余本金算不算distribution,要不要再交税呢?这样就双重交税了。

Really? Where's the source? Can you point it to me? If so, it doesn't make
much sense to me to liquidate it.
I want to consolidate all IRA's into one Roth: roll-over, traditional, Roth,
such that it will be much easier to manage.
In addition, isn't Roth a good thing? Otherwise, why they set income cap?
I also have a concern to go back to China. In case of early distribution,
Roth is tax free and only 10% penalty, right?

From google, there are multiple webpages saying the same 2% thing.
Another thing you may want to take a look is the tax deduction due to the
loss might trigger the AMT, since you seem to have pretty high income.
Roth is tax free and penalty free, if you only cash out your contribution.
That 10% only applies to the gain.

Although there's annual cap.
For Roth conversion, assume my contribution to traditional IRA is 16k, and
now it's only 10k, and if I do the conversion. Should I pay tax during this
conversion, since the 16k original contribution is tax-deferred.

itemized deduction. Capital loss in on schedule D, not schedule A.
You pay tax on $10k.
