We are visiting Japan with a tour package bought in USA. However, Japan
embassy in USA cannot issue visa because our US visa has expired (we'll
visit Japan on the return trip). Japan embassy in China requires tour visa
application through local tour agencies and the tour agencies refused to
apply for Japan visas for us because we did not buy tour packages through
them.
Anyway to solve this problem?
