try your state bar association website.
first consulation normally is free. then it depends.
local lawyers would be better since this area of law probably involves state
law.

LAWYER REFERRAL的服务，但是实际加入的律师很少,所以你选择的范围不大．另外
，一般只有特殊几类的案子才免收首次咨询费，你的CASE不属于这样的范围．
另推荐一个网站 www.martindale.com, 你可以根据自己的要求查找相应的律师．
