1. Paint white
2. Cut pieces
3. Nail
4. Fill in nail holes, baseboard-baseboard joints, and baseboard-wall
cresces with white all-purpose spackling
5. NO need to paint for most nail holes, after the spackling dry up, you
will not notice anything
6. I only painted a little bit over baseboard-baseboard joints.

For your case, because you have painted it once, so it is not difficult to
paint another layer.
If no paint at all when you install baseboard, it is quite labor intensive
and messy.

Should painted be diluted with water?
Diluted paint will look better without obvious streaks?

道理是， 当油漆在正常浓度的时候， 刷上去后，表面很快固化， 而那时还来不及整
个刷好， 刷子必然要再次刷过， 这样就破坏了原有的表面， 形成刷印。
而稀释以后， 表面能够维持很久不固化， 这样， 整块板子刷好了后， 通过表面张力
的作用， 油漆能够在固化之前自然平滑。

white? You probably need 2 tubes for the entire house, at ~$5/ea.
