印度反对党人民党党首次访华引发关注

据1月24日出版的《环球时报》报道,印度反对党人民党主席尼廷-加德卡里20日开
始访问中国,为期5天。这是人民党第一次作为在野党访问中国。22日,加德卡里在北
京称,中国表示愿意同人民党主政的印度7个邦合作发展经济。这引起印度媒体强烈关
注。
《印度教徒报》22日称,这是至今为止印度人民党最高级别的代表团访华,加德卡
里在北京也受到了高规格接待,将到访北京、上海和广州。人民党发表的声明称,中国
表示“乐于加强同人民党主政各邦的双边合作,尤其是在制造业、IT业、制药业和农产
品方面”。印度有网友评论称,人民党主政的都是印度的穷邦,中国的帮助有利于这些
邦摆脱贫穷。而印度“世界新闻”网站则以“中国干涉印度内政”为题称,中国和人民
党的接触是为了牵制执政的国大党。
据人民党负责人称,在会见中国领导人时,加德卡里没有回避敏感话题,提出希望
中方帮助尽快解决巴基斯坦境内的恐怖主义分子输送问题,还表达了对中国向两国争议
地区发放“另纸签证”、两国边境谈判等问题的关切。而对此,中方也表示注意到了加
德卡里本人提出的关切。《印度斯坦时报》称,这些都是造成印度执政党国大党和中国
交流障碍的问题。
人民党现在是印度最大的在野党,在中低收入阶层有很高的声望。临行前,加德卡
里主动邀请中国驻印度主要媒体对其进行联合采访。采访中,加德卡里称对此行非常期
待,他还提及2003年人民党执政期间,时任总理瓦杰帕伊访华,两国签署了《中华人民
共和国和印度共和国关系原则和全面合作的宣言》这一纲领性文件。
美国《华尔街日报》援引瓦杰帕伊媒体顾问的话称,印度人民党曾经是执政党,也
迫切希望、且有希望再次执政,“大国之间政党的交往至关重要”。(本报驻印度特派

The Chinese envy five things in India — fluency in the English language,
Information Technology (IT), free media, religiosity and Bollywood films.
What they dislike is India trying to catch up with them in the race to
become world’s economic superpower. The two neighbours have certain things
in common too — corruption, inflation, favouritism and misuse of political
power.
They are trying their best to master the English language. Most Chinese
wonder as to how the Indians know and speak English so well. In the IT
sector, they are good in producing computer hardware, but helpless when it
comes to competing with the Indian brains in software.
The Chinese revere Indian spirituality and are keen to emulate them in
religiosity. The growing prosperity has made most Chinese look for solace in
religion. The aesthetic Chinese leadership is in a dilemma. It has to
choose between the Japanese model and the South Korean model. While the
Japanese are reviving Buddhism, the Koreans are converting to Christianity.
Millions of Chinese have become Christian in the last couple of decades,
causing concentration among the Chinese leadership. The Communist leadership
, according to available indications, appears to be leaning towards Buddhism
and restrictions against religion are being slowly relaxed.
Li Changchun, one of the top nine members of the all-powerful standing
committee of political bureau of the Communist Party of China (CPC), during
a meeting with visiting BJP president Nitin Gadkari, spoke at length about
the 2,500-year-old civilisational links between China and India.
The BJP leader said that during his visit to China in 2003, former Prime
Minister Atal Bihari Vajpayee had visited the historic monastery in Luoyang
near Beijing and announced its restoration as a Buddhist temple by the
Indian Government. After the restoration was completed, President Pratibha
Patil inaugurated it last year. Two Indian monks — Kasyapa Matanga and
Dharma Ratna — had travelled all the way from a monastery in Madhya Pradesh
to this Buddhist temple in the 3rd century BC, carrying the message of
Buddhism.
The Chinese leadership has evinced keen interest in the revival of the
Nalanda University, an ancient seat of learning. Gadkari has assured them
that the NDA Government in Bihar would certainly cooperate with the Chinese
Government in this initiative. The Chinese embassy in New Delhi is already
in touch with the Bihar Government in this regard. Since the main source of
Chinese goodwill for India is Buddhism, there were clear hints that India
must develop the Buddhist circuit from Bodh Gaya to other Buddhist sites for
attracting spiritual tourism from China. Gadkari was quick in picking up
the signal.
The Chinese are crazy about Bollywood films. The middle-aged people watch
Hindi moves with Chinese subtitles. Stage performances by Indian film stars
across China are invariably sold out in advance. The Chinese authorities
have limited official import of foreign films to 40 a year but the
Pakistanis in China are a major source of Hindi film DVDs (which they get
from Dubai).
With regard to politics, the world will be closely watching the high-level
transition in China — both at the Government level and in party apparatus
— when the CPC Congress takes place in 2012. Chinese President Hu Jintao,
who is also the CPC general secretary, would step down after remaining in
power for two consecutive five-year terms. He is expected to be replaced by
Xi Jinping, the current vice-president and a member of the nine-member
standing committee of the CPC’s political bureau. Born in 1953, he is
considered to be representing the younger generation.
The next Prime Minister will also be from the younger generation. Prime
Minister Wen Jiabao may step down and Deputy Prime Minister Li Keqiang, also
a standing committee member, will take over in 2012.
The Chinese leaders — including Li Changchun, member of the standing
committee of the political bureau as well as Minister for International
Department Wang Jia Rui — told him that economic and trade cooperation
between the two countries can be further expanded and this may include
cooperation with the BJP-ruled States as well. As two newly emerging
economies, China and India hold great potential for cooperation based on
their strong complementarities. Currently, problems — such as trade
imbalance, limitations in trade scope and trade mix, and a low level of
mutual investment — exist in the bilateral trade.
With a view to strengthening mutual understanding and trust between the two
countries, Beijing has been encouraging people-to-people exchanges and party
-to-party contacts. The five-day goodwill visit of the BJP president along
with a delegation of senior party leaders is seen as a step in that
direction. The Chinese accorded a warm welcome to Gadkari and attached great
importance to his visit, which is being seen here as an exercise to build
bridges with the principal Opposition in Parliament.
Gadkari shared the Chinese perception that a steady and healthy development
of bilateral relations between the two countries will be good for the
development of the giants and there should be greater interaction at the
party-to-party level. He, however, did effectively put across the BJP’s
core concerns and frankly told the Chinese that their position on some of
these sensitive issues was creating an adverse impact on this process.
Gadkari raised the issue of Pakistan-sponsored cross-border terrorism in
particular and requested the Chinese leaders to use their good offices with
Islamabad to stop export of terror to India and punish the perpetrators of
all acts of terrorism in India, including the criminals responsible for the
Mumbai blasts. The other issues which the BJP leader took up with the
Chinese included stapled visa for the people of Arunachal Pradesh and Jammu
& Kashmir.
The boundary question, the BJP president told the Chinese, should be
resolved through peaceful negotiations and in a “fair, reasonable, mutually
acceptable and pro-active manner”.
Wang Jia Rui, at his meeting with Gadkari, did acknowledge the BJP’s core
concerns and said that existing mechanisms were seized of the issue concerns
. But party-to-party contacts can also help in generating public opinion and
atmosphere conducive for an early solution of these issues, he added.
