The date was just two months after his inauguration. However, the cable is
just garden variety (an English phrase meaning "ordinary"), in my view.
(c) The Chinese-language subject in the Wiki page is 馬英九凡事猶豫又缺乏擔
當，形象都是媒體塑造, which I assume is translated by somebody (but I can
not tell who translated the title AND the summary) and the English-language
subject is not the same as the Chinese-language subject.
(d) In fact, the text of the diplomatic cable was qciting his critics when
saying he was indecisive.
"Critics of the president attribute Ma's current difficulties to what they
say is his longstanding problem of indecisive and ineffective leadership,
especially when facing crises." paragraph 1, Summary.
"Ma's detractors argue he is more media-constructed image than real
substance, claiming that he is an indecisive and weak leader who avoids
confronting difficult problems and panics in the face of crisis." paragraph
8, text.

We realized that in part from unification of Germany--West HGermany was
dragged down for years. And China is much bigger to Taiwan than the two
Germanies.
