Until World War II, Hong Kong was a rural community. Most of the
urbanization occurred after 1950. In the early 1930's, the spread of malaria
prompted the rapid construction of nullahs, which helped in alleviating the
accumulation of flood waters problem. At that time, the sewage disposal
system was still rudimentary. House-to-house collection of sewage continued
into the early 1960’s. The first sewage treatment plant was commissioned
in 1956. In 1967, the sewage and drainage advisory unit was established and
in 1969 the drainage works division of the civil engineering office was
established. The latter was responsible for drainage works and sewage
treatment works. Due to the expansion of the city, channels and drains
replaced natural streams. From 1970’s onwards, major sewage treatment and
drainage projects were built.
