取了两次1000块的结果被扣了三次，这个情况该跟建行来纳西还是跟BOA argue?
有人有过这样的情况么

When I was in US, I filed another dispute with BOA and got refund
immediately. after 30 or 60 days, I received a ltter saying the refund
is permanent which means I won the dispute

I went to CCB and confirmed with staff that it was a mistake, but now my
refund is not yet finalized.
