现在对护士而言，最有利的不是综合移民改革(CIR)，而是多大九万的SCHEDULE A的绿
卡名额。因为CIR涉及太多的利益，不可能一蹴而就。HAMMOND LAW的消息是要么今年十
月通过，要么2009年通过。因为今年十一月开始总统选举，CIR对美国人而言是得失大
概一半对一半，任何总统侯选人都不会很热心。所以护士应告诉SENATORS医院如何需要
外国护士，以支持九万的SCHEUDLE A的绿卡RETROGRESSION RELIEF。

Long-time AILA advocate, Judy Golub, predicts in Texas Civil Rights Review,
that we will have CIR by October or not at until 2009. CIR, of course, is
the broad-ranging Comprehensive Immigration Reform passed by last year's
Congress.
