There were 41 teens 14 years or younger reported killed by police from 1980
to 2012 in U.S.. 27 of them were black; 8 were white; 4 were
Hispanic and 1 was Asian.
There were 151 instances in which police noted that teens they had shot dead
had been fleeing or resisting arrest at the time of the encounter. 67
percent of those killed in such circumstances were black. That disparity was
even starker in the last couple of years: of the 15 teens shot fleeing
arrest from 2010 to 2012, 14 were black.
Young black males in recent years were at a far greater risk of being shot
dead by police than their white counterparts – 21 times greater, according
to a ProPublica analysis of federally collected data on fatal police
shootings.
The 1,217 deadly police shootings from 2010 to 2012 captured in the federal
data show that blacks, age 15 to 19, were killed at a rate of 31.7 per
million, while just 1.47 per million white males in that age range died at
the hands of police.

Ms. Anna Yakle, Associate attorney at Tentinger Law Firm, P.A.
So is everyone that is saying that black disproportionately commit crime, so
it makes sense they would be more likely to be shot by police are saying
this is the case because they honestly believe that blacks as a race because
of their race have a tendency to commit crime (v. other issues such as
socio-economic status and racial profiling)? That is called racism - you are
saying that blacks are inferior (i.e. commit more crime based on their race
). There is simply no science to back that up. The genetic differences
between the races are minuscule. If you control for socio-economic status,
the statistical significance of race and crime is reduced substantially.
When you also take into account racial profiling, which is essentially plain
old racism, it isn't too hard to see why blacks would more likely to be
investigated, stopped, jailed, prosecuted and convicted more than whites.
Crime is an extremely difficult topic to study because of the many factors
involved, but I am not aware of any scientific evidence that would show that
the different in criminality is due to genetic differences between races.
There are certainly social factors at work here. Black people and other
minority groups are much more likely to live in poverty than whites. A
person who come from a lower socio-economic background is more likely to
commit certain crimes and have higher recidivism rate. It doesn't take a
scientist to know why this is the case, you just have to look at history.
Some of this remains a mystery today. For example, child molesters are much
more likely to be male and white, but it is unclear why this would be the
case. However, it is our reaction to it that it is telling - the police don'
t target white men who are seen near schools or play grounds and nobody on
this thread is arguing that they should despite the fact that statistics
would appear to support this as much as they would support targeting blacks
for criminality (which is self-fulfilling prophecy and the cycle continues .
. . ).
Anybody who is trying to blame this on genetic differences cannot really be
hanging out with black people or minorities. My apartment building is
majority Hispanic and black. My man is Hispanic. I have never ever felt
threatened simply because of someone's skin color. Statistics looking at the
race of victim and perpetrator, would say I should be more afraid of white
people because white people are more likely to assault white people. This
isn't because white people hate themselves, it is because they tend to group
together in terms of associations just like any race, so this generally
true across-the-board. This shows the difficulty in interpreting statistics.
I just take basic safety precautions in any situation, but it doesn't make
sense to be scared of someone because they have a different skin color.
Believing that skin color determines criminality is not logical and is not
supported by scientific evidence. If you go on statistical evidence alone,
you could just as easily make the determination that white people should be
most afraid of white people and that white men should be targeted as child
molesters As for your belief that black families do not emphasize education.
My response is two-fold: 1. That is a huge assumption and I don't believe
that you would find this to be true if you actually stepped out of your
white bubble to really to get to know someone who is black. 2. Don't you
think that disproportionately living in poverty and being denied economic
opportunities might have some impact on goals in terms of education and
financial ability to meet those goals? The connection between crime in socio
-economic factors is quite well known.
Finally, just what are you suggesting we do? I presume you are not
advocating another Holocaust. You should actually take a look at history and
see what the Hitler said about Jewish people. Although the stereo-types
were different, the rationale is exactly the same. At this point, we are at
minimum, incarcerating black people at hugely disproportionate rate, many
times for nonviolent drug crimes based on drug laws that were designed to
have a disproportionate impact on black communities.

In the words of Tim Wise,
“What Black parents…understood but which Whites had the luxury of ignoring
was the deep and abiding fear that pumps like blood through the veins of
Black mothers in this country, especially when they are the mothers of black
men: the fear that persons in positions of authority – most immediately
police – may well end the life of their man-child if they misinterpret a
move, a look, a glance, a comment, or a smirk. It is a fear with which they
learn to live early and always: the fear that the next time your child
walks out the door, unless you or someone else has broken them first of
whatever exuberance is otherwise second-nature for youth, they may be coming
back to you only in a box, and even then, only so that you may dress them
one final time.” (White Like Me: Reflections on Race from a Privileged Son,

There have been other Asian American victims of police misconduct in the Bay
Area. Cau Tran, a Vietnamese American, was shot in her San Jose home in
2003 because she was holding a vegetable peeler. Kuang Chung Kao, a Chinese
American, was shot outside his home in Rohnert Park in 1997 because the
police assumed he had deadly martial arts skills.
Kuang Chung Kao, a Taiwanese man from San Francisco, April 1997, was
celebrating a job promotion in a bar when he became the target of racially-
motivated slurs. Drunk and angry, he was waving a broomstick at his
neighbors for help just when police arrived.
Although Kao’s wife removed the broomstick from his grasp, the officers
ordered her to step backwards and fired a shot into her husband’s chest.
Kao was still alive, but the police prevented his wife, a registered nurse,
from administering to his wound and, thus, he lost his life. After the
incident, the police department claimed that Kao still had the broomstick in
his hands when he was shot.
The officer presumed that because he was an Asian man, he was doing martial
arts, and shot him just 34 seconds upon arrival at the scene. In response to
Mr. Kao's death, along with many community members and leaders and other
civil rights organizations, we formed the Coalition for Justice for the Kao
Family to demand a fair examination of what took place on April 29, 1997.

THE FATAL APRIL shooting of Kuan Chung Kao, 33, by Rohnert Park Police
Officer Jack Shields and the seven other police-involved deaths in Sonoma
County over the past two years are gaining fervent attention nationwide,
including a glimmer of interest from one long-silent local human-rights
group.
In new developments disclosed this week, the Independent has learned that
the Rev. Jesse Jackson will visit Sonoma County to meet Kao's widow, Ayling
Wu, at an as-yet-undetermined date; state Attorney General Dan Lungren
announced during a visit to Santa Rosa this week that his office has opened
an investigation into the Kao shooting; Sen. Barbara Boxer, D-Calif., will
meet with Wu on Oct. 3; and a second meeting between local law-enforcement
chiefs, Bay Area civil-rights groups, and officials from the U.S. Justice
Department is set for Oct. 1 to discuss ways to increase racial and ethnic
sensitivity among local police.
Kao, drunk and swinging a wooden pole, was shot at point-blank range on his
front lawn by an officer who later said he felt threatened by Kao's "
martial arts-style" moves. Critics point out that Kao had no martial arts
training and contend that the shooting was racially motivated.
The FBI, the U.S. Justice Department, and, last week, the U.S. Commission
on Civil Rights have all stepped in to probe a possible pattern of police
brutality alleged in eight separate cases. Yet critics say the response from
our own backyard--specifically from the Sonoma County Human Rights
Commission--has been strangely absent. "I'm pretty disappointed," says Nancy
Wang, president of the Redwood Empire Chinese Association. "The commission
has put this under the table--despite all the action right now, the Human
Rights Commission is doing nothing."

On July 13th of 2003, Cau Thi Bich Tran, a Vietnamese woman, a mother of
two young children, was fatally shot by a single bullet in the chest in her
own apartment. Her children were in the next room over, as her boyfriend
witnessed the killing in a horrid dismay. Her boyfriend and two children
were screaming for help, screaming out of utter shock. But just as strange
and as “foreign” as their impoverished home and personal appearances, the
words that were screamed were merely indiscernible noises to officer Chad
Marshall, the man who put a bullet through Cau Tran’s chest.
The San Jose police department issued a press release – clearly stating
that officer Marshall’s shooting was justified – that Cau Tran was clearly
holding a deadly “Cleaver” – that she was ready to throw like a dagger.
It is just improbable that this 4 foot 9 inch woman who weighed 90lbs could
have made officer Marshall feel that his life was in danger. Maybe officer
Marshall thought of movies such “Double Dragon” or “Drunken Monkey” as
he centered his aim, shooting to kill Cau Tran without hesitancy. Many
Vietnamese women use the same vegetable peeler that Cau Tran was holding in
their kitchens.
The police report says that two officers were called to Tran's home about 9
p.m. on a so-called "welfare check" after a neighbor reported that Tran's
toddler had been seen crossing a busy street after dark, according to the
police report of the incident. The neighbor also called back to say that she
heard screaming coming from the residence Tran shared with her boyfriend,
Dang Bui, and the couple's two young boys, ages 3 and 4.
Officers Marshall and Tom Mun were greeted at the door by Tran's boyfriend,
who said she was "acting crazy," Dixon said. As the boyfriend ushered the
two boys down a hallway, the officers encountered Tran in the kitchen.
"She began yelling at them in English to get out of house," Dixon said. "
They tried to calm her down, but she reached into a drawer and pulled out
what the officers thought was a cleaver."
When Tran reportedly raised the implement -- with a 6-inch blade and 4-inch
handle -- Marshall opened fire from about 6 feet away, striking Tran once in
the chest. She was pronounced dead at the scene.
"It was one of those instantaneous critical moments in which the officer
made the decision to use deadly force," San Jose Assistant Police Chief
Thomas Wheatley said. "We're reviewing it. The D.A. is reviewing it."
Wheatley said the public should not underestimate the threat from the device
. "When you tell an American audience that the woman was holding a potato
peeler, most people have the image of that little thing you use to scrape a
potato," Wheatley said. "But this thing had a much, much larger blade.
"Was this a deadly weapon? We think it was. And the district attorney agrees
with us."

Brown

Yahoo Today, Nov. 27, 2014:
CLEVELAND (AP) — The police officer who fatally shot a 12-year-old boy
carrying a pellet gun fired within 1½ to 2 seconds of pulling up in
his cruiser, police said Wednesday. During those few moments, he ordered the
youngster three times to put up his hands, they said.
Much of the footage shows what appears to be a bored kid alone in a park on
an unseasonably warm November afternoon. Tamir is seen pacing, occasionally
extending his right arm with what appears to be a gun in his hand, talking
on a cellphone and sitting at a picnic table with his head resting on his
arms.
The gun wasn't real. It can be bought at sporting goods stores for less than
$20. Tamir's was lacking the bright orange tip that is usually put on such
weapons to indicate they're not real guns.
The video police showed Wednesday had no sound and was choppy, showing about
two frames per second. What is striking about it is the speed at which the
shooting occurred.
At one moment, Tamir is sitting at a picnic table in a gazebo. He stands,
and a police car zooms into the frame from the right and stops on the grass,
just a few feet from him. The passenger door opens and Loehmann shoots
Tamir before Garmback can get out the driver's side door.
It's unclear how far Tamir was from Loehmann when the officer shot him, but
Deputy Chief Ed Tomba said it was less than 10 feet.
http://www.youtube.com/watch?v=x1GaaMYhrw0
Tamir's family said it has seen the video of his shooting.
"It is our belief that this situation could have been avoided and that Tamir
should still be here with us," the family said in a statement released by
its attorneys. "The video shows one thing distinctly: the police officers
reacted quickly."

Police Shoot And Kill Andy Lopez, 13-Year-Old Boy Carrying Pellet Gun
