On Thursday, Massachusetts attorney general Martha Coakley said the Defense
of Marriage Act, the law that defines marriage as a union between a man and
a woman, interferes with her state's right to regulate the institution, the

Barr, then a Republican, and signed into law by President Bill Clinton, a
Democrat, on September 21, 1996, after moving through a legislative fast
track and overwhelming approval in both houses of the Republican-controlled
