To deal with these situations:
• the referee must warn any player holding an opponent before the ball
is in
play
• caution the player if the holding continues before the ball is in
play
• award a direct free kick or penalty kick and caution the player if
it happens

裁判有三种选择，这里裁判选择了第三种。我个人认为在已经判了一个点球的情况下，
从维持比赛平衡角度可以不判点球。但是如果判了，白纸黑字写明了可以，所以也无可
