Foreign notaries are acceptable if they attach an Apostille to the notarized
document as outlined by the Hague Convention. 也就是海牙公证。我们的就是中文
的公证加上翻译件，以前寄给USCIS都是这种的。
可能索性要寄原件来了。
以前来版上问过，有人回答可以这么做，CNND。 |

in addition to reg notary. in PRC, i believe you have to go to US
consulate. in US, must go thru secretary of state.
sending the original here to do the notary may not be a bad idea.
years ago, ITIN doesn't even req notarized passport. just a copy would do
the work. :p
