FSA (Flex spending account) cannot roll over but it doesn't have an annual
cap for it. It comes pre-tax.
HSA can roll over and does come with an annual cap.Unfortunately, however,
to be eligible for HSA, you must have a HDHP(high deductible health plan).
It also comes pre-tax.
But I admit it's way more difficult to control the acct than a 401k plan,
using FSA you have to *predict* the expense for a whole year at the
beginning of the year, if you don't use these money up

Healthcare reform is going to set a cap $2500/year for it, so that more
tax can be collected from money over the cap.
