GM Chrysler倒闭了，政府就会不得不接管工会Pension，又是几十亿美元。
当时日本汽车公司受影响要小一些，如果美国三大到了，得便宜的就是日本跟韩国公司

obama搞政府做后盾的chapter 11,其实更多是保证工会的利益。
如果按正常程序走，工会的利益要被挤压掉很多。
